Attached herewith are the Joint Memorandum Circulars No. 2017-2 entitled "Implementing Guidelines of the TulongDunong Program pursuant to the Special Provision No.5, CHED Budget, Republic Act (RA) No. 10924 also known as the General Appropriations Act of FY 2017" and No. 2017-3 entitled "Implementing Guidelines of the TulongDunong Program pursuant to the Special Provision applicable to SUCs, Republic Act (RA) No. 10924 also known as the General Appropriations Act of FY 2017", issued jointly by the Commission on Higher Education (CHED) and Department of Budget and Management (DBM) on May 24, 2017.
