REVISED LIBRARY RULES AND REGULATIONS
(Effective SY 2007-2008)
I. HOURS OF SERVICE
Regular Semester:
Monday to Friday
8:00 to 5:00 PM No noon break
Semestral and Summer Break:
Monday to Friday
8:00 AM to 12:00 Noon
12:00 to 1:00 Lunch break
1:00 PM to 5:00 PM
II. AUTHORIZED USERS
- All enrolled College of Engineering students with valid library card.
- All BSU students from other colleges and campuses with valid library card.
- Alumni of the College of Engineering with valid ID
- BSU administrators and faculty members
- Users from other schools with referral letter issued by their respective librarians.
Important!
- All library users should sign in the log book at the counter for statistical purposes.
- Library users should leave their bags, folders, trappers and other bulky belongings at the counter and ask the student assistant for a counter number. The same should be returned to the SA in order to claim the deposited belongings.
- Always bring your cell phones, wallets, jewelries and other valuables with you and do not leave them unattended. The library shall not be liable to any losses incurred while inside the library premises.
GENERAL POLICIES
III. LIBRARY CARD
- All bona fide College of Engineering students are required to have their own library card in order to avail the library services. The library strictly implements a no library card no entry policy.
- The library card is non transferable. Anyone caught using someone else’s library card shall be meted out appropriate disciplinary action.
- The library card shall be issued to officially enrolled College of Engineering students alone. Students from other colleges need not apply for library card.
PROCEDURE IN LIBRARY CARD APPLICATION

- The library card shall be issued to officially enrolled College of Engineering students of the Malolos City Campus only. Students from other colleges need not apply for library card.
- The library card is issued free of charge. The issued library card will be the student’s library card all throughout his stay at the College of Engineering.
- Old students issued with library card are required to re-validate their old library card every beginning of a semester.
- Students whose library cards were worn out or lost shall be issued a new library card provided that they surrender their old library card and/ or submit an affidavit of loss to the librarian and pay Php. 20.00 fine.
PROCEDURE IN LIBRARY CARD APPLICATION
- Go to the College of Engineering library and present your validated certificate of enrollment to the library student assistant. Your request for library card will only be facilitated upon the presentation of duly validated certificate of enrolment.
- Completely fill up the library card application form and sign the library card with your signature. Paste your 1x1 recent ID picture on the space provided in the library card.
- Return the following day to claim your library card. Please bring your registration form or school ID upon claiming.
IV. LIBRARY COLLECTION
The library collection comprises of books, periodicals, theses, vertical file and non
book materials such as CD ROM, globes, maps and VHS tapes.
- Books- the library book collection is divided into two types: those for general circulation and those which are reserved.
General circulation books: books that are found in the circulation area can be brought
home for overnight use.
Reserved books: reference books are considered as reserved books, hence, are for
room use only. However, these materials can be borrowed for photocopying but
should be returned after 15 minutes or else a fine of Php. 2.00 shall be collected in
excess of the 15 minutes grace period given and shall continue to accumulate until
such time that the material/s was returned.
- Theses collection and non book materials are strictly for room use only. The vertical file and periodicals can be brought out of the library for photocopying but is limited to 15 minutes only. A fine of Php. 2.00 shall be collected in excess of the 15 minutes grace period given and shall continue to accumulate until such time that the material/s borrowed was returned.
V. BORROWING LIBRARY MATERIALS
Only those students with valid library cards shall be allowed to use the library and its collections.
ROOM USE:
- A student who intend to borrow books for room use should get the book/s he or she needs. A maximum of two books at a time shall be allowed per student.
- The student should get the book card/s found at the back of the book and attach it to his/ her library card.
- He/ she should sign in the log book in the counter. It is important that all borrowing students should sign in the log book for statistical purposes.
- The student can now use the book inside the library.
PHOTOCOPY:
- A student who intend to borrow books for photocopy should get the book/s he or she needs. A maximum of two books at a time shall be allowed per student.
- The student should get the book card/s found at the back of the book and attach it to his/ her library card.
- He/ she should sign in the log book in the counter. It is important that all borrowing students should sign in the log book for statistical purposes.
- The student can now bring out the book for photocopying but the same should be returned in less than 15 minutes or a fine of Php. 2.00 shall be charged to erring student.
OVERNIGHT USE:
- Books in the circulation section can be brought home for overnight use. A maximum of two books at a time can be brought home for overnight use.
- A student who intend to borrow books for overnight use should get the book/s he or she needs and the same should fill up the book card attached at the back of the book and attached to it his/ her library card.
- He/ she should sign in the log book in the counter. It is important that all borrowing students should sign in the log book for statistical purposes.
- Books can be re-borrowed by the student provided that no other students had made reservation for the use of such book/s.
- Students can borrow books for home use from Monday to Friday between 3:00 PM to 5:00 PM and the same should be returned not later than 12:00 PM the following working day or a fine of Php. 10.00 per day including Saturday, Sunday and holidays shall be charged to erring students. The fine shall continue to accumulate until such time that the book/s borrowed were returned. A fraction of an hour is equivalent to one day.
REFERRAL LETTER
In case that no reference materials pertaining to students’ specific topic for research is available in the library, students may request for referral letter in order for them to avail the services of other libraries.
Procedure for Referral Letter Application
- Ask a student assistant for the referral logbook.
- Fill up legibly the logbook and indicate clearly the following:
- Name/s of student/s who will go to other institutions’ library (maximum of three persons per referral letter)
- Name and location of that library.
- Date of actual library visit
- Topic/s of research
- Please take note that the information you put in the logbook will be the basis of what will be indicated in the referral letter, so please fill up the logbook carefully and clearly.
- The referral letter is free of charge.
VI. LIBRARY TERMS AND CONDITIONS
A. Lost Books
- A lost book while on loan must be reported immediately to the librarian or to the library student assistant. It must be replaced with the same title and with the same or latest edition within a week after it was reported lost.
- An overdue fine shall be collected if the book was not replaced on due time and the same shall continue to accumulate until such time that the book was replaced.
- If and when a replacement for the lost material can not be found, an amount corresponding the cost of the book should be paid in addition to the overdue fine that is accumulating.
B. Damaged Materials
- Library materials damaged beyond normal usage must be replaced with additional cost or be paid according to the value determined by the library.
- Missing, torn or damaged pages in any borrowed library materials must be reported immediately to the librarian or student assistant or else, the borrower shall be held accountable to the damaged incurred in the borrowed material.
C. Library Property
- Theft, defacement, mutilation or destruction of library properties are subject to disciplinary action.
- Library users caught bringing out library materials without permission shall be dealt with appropriate action.
D. Conduct within the Library
- Library patrons and users are requested to conduct themselves in a manner that will not disturb the peace, quiet and order of the library.
- Smoking, eating, drinking, littering, loitering and loud conversations are strictly prohibited inside the library.
E. Sanctions and Operative Effects
Students who have been found using other student’s library card shall not be allowed to use the library for one month.
- Students who have been delinquent or have been found guilty of violating library rules and regulations on three consecutive occasions in a given semester shall be meted suspension of library privileges for one semester.
