A. Vision
The Institute of Social Sciences and Philosophy's (ISSP) Center for Social Research (CSR) envisions itself as a progressive and advocacy-oriented research center that contributes to the development of Philippine society through relevant and excellent researches that inform public policies and contemporary life ways.

B. Mission
The Center for Social Research shall serve as the dynamic research arm of the Bulacan State University (BuISU) in the field of social research and shall initiate, coordinate and direct faculty social research endeavors.

C. Goals
    In the pursuance of its mission-vision, the Center for Social Research is tasked to:
a. Develop a comprehensive database consisting of disciplinary and interdisciplinary outputs of the     institutional researchers, as well as to gather materials the center can derive fTom other social     research centers.
b. Promote a research culture in the Bulacan State University, and in particular, to harness the     manpower and intellectual resources of the member faculties of the Institute for Social Sciences     and Philosophy, by undertaking relevant research initiatives to broaden the social science discourse     and to possibly influence public, governmental and private policies.
c. Undertake a series of trainings and seminars which will improve further the research capabilities of     the faculty members interested to venture into social research. Its eventual goal is to develop a     pool of researchers that can produce good quality research outputs with regularity.
d. Establish and maintain linkages with other social research agencies, institutions, consortia,     nongovernment organizations. Also, to establish linkages with agencies that will provide research     funding and endowments.
e. Establish itself as a competent and effective research agency, that various institutions and other     agencies can tap to do commissioned works along the line of social sciences' disciplines. For     instance, the center may be commissioned to perform survey research for a variety of use by the     different private and government agencies interested in matters that they may use for their     programs and policies.
f   Hold regularly a panel discussion by the researchers themselves which will tackle relevant and     pressing social issues.
g. Publish regularly the outputs of the center in a periodical specifically for the use of the Center for     Social Research.           
h. Incorporate in classroom instruction the relevant materials borne out of the researchers of the     center. That is, to make the classroom instruction research­based as much as possible.

D. Three-yearResearch Agenda of the Center for Social Research
     The Center for Social Research will undertake its research agenda built around the disciplines of Sociology, Psychology, Social Psychology, Anthropology, Ethnology, Economics and Political Science, History, Demography; and in an important correlated discipline, Philosophy. The center will attempt to do research in 'general' themes like youth, social infrastructure, family, political economy, education, feminism, sexuality, and other significant research motifs. On this regard, the center aspires to produce outputs which will fulfill the above-mentioned research agenda by tackling the following disciplinary and interdisciplinary topics or themes for the next three years (November 2005- November 2008). (See Annex A) Given the odds of attaining such ambitious research agenda for a center newly conceived, nevertheless, it will still try to contribute significantly to further the vision of the university itself to develop a research culture
among its faculty members. In the process, the center will contribute to the building up of the image of the Bulacan State University as an institution which is highly capable of making relevant contributions along the area of social research.
In the long run, the center aspires to be able to develop faculty researchers who will eventually become research fellows of the center.
